James stands in friendship with all other princes in Europe. During wars with Spain, though, Elizabeth gave commissions for war ships to set out and capture Spanish goods. Here, James proclaims that anyone who had set out to with such a commission should be allowed to retain their ships and goods regardless of the change in monarch. |
