This letter, written to the Iraq Policy Unit, outlines activities that are predominantly centred around the reconstruction of Iraq. However, this document is of importance as it discusses the provision of humanitarian assistance through the provision of facilities and equipment to schools. The document also specifies that the administration of justice will remain in the hands of local authorities unless humanitarian law is broken.

This demonstrates to scholars the importance of ensuring the legal rights of the Iraqi people as well as the importance of schooling and continued education to the coalition forces. These are both forums where Westernised practices could be implemented by the coalition which could indicate to scholars why these areas in particular are highlighted as areas where humanitarian aid or human rights should be preserved.
