This document discusses the fragile situation in the South-East of Iraq in terms of religious tension between the Shia and coalition forces. It examines the factors that must be considered by the coalition to ensure that violence incited by Shia groups remains low such as elections and a government that reflects the majority status of Shia Muslims in Iraq.
