This paper updates us on the state of Sunni-Shia relations on Iraq as of the end of 2008. It discusses the role of Sunni Arabs in government and their actions towards the new methods governing in addition to the growth of political competition between Sunni groups.

It, like many of these papers, maintains that Sunni insurgent groups still lack both coherent organisation and a set of communal aims. This is a useful document as it provides a point of comparison for us to compare to other documents that have discussed similar topics. This allows scholars to identify thematic similarities and differences over periods of time in order to understand significant changes in attitude or political viewpoint.
